Cecily Harkins is the Chair of the Board of Directors for La Leche League International. She is a coordinator and facilitator for Communication Skills Development and has been a La Leche League Leader for 51 years. Cecily has spoken at La Leche League conferences in Canada, the United States, Europe and Latin America. In addition to her La Leche League activities, Cecily is a member of the StepFamily Association of America and the Homeschooling Network of Oregon.
Cecily has her BA in Speech and English and has taught in public schools, community colleges and is a homeschooling teacher.
Decoding the Codes: International Code of Marketing, Code of Ethics and Conflict of Interest

In this informational webinar by LLLI Board of Director member, Linda J. Smith, participants will learn about the International Code and what it means for LLLI Leaders. Linda will:
- Explain the aim and scope of the International Code
- Differentiate between describing and marketing products relevant to breastfeeding
- Analyze current marketing gimmicks that are being used to sell Code-relevant products
- Discuss marketing of products that could undermine breastfeeding yet are not covered by the Code
- Explain how the Code applies to LLL Leaders and LLL Meetings
- Describe LLLI’s relationship to other organizations and activities where the Code is relevant.
This webinar is eligible for 1 E-CERPs credit.
Linda J. Smith was elected to the LLLI Board of Directors in October 2016. She was accredited as a Leader in May 1974 in San Antonio, TX and has been an active Leader in 5 cities in the USA and Canada: San Antonio, TX; Alexandria, VA; Yorktown VA; Dayton OH, and Ottawa, Ontario Canada. Linda has served in the Professional Liaison Department and played a major role in helping LLLI develop what is now the International Board of Lactation Consultant Examiners. She has been a popular speaker at LLL Conferences and breastfeeding events in 19 countries; her presentations have been translated into 12 languages including Chinese, Russian and Inuktitut; and she was an invited consultant to experts at World Health Organization BFHI meetings. She is the author of 4 professional textbooks on birth and breastfeeding and co-author of Sweet Sleep, Nighttime and Naptime Strategies for the Breastfeeding Family.
Linda holds or has held leadership positions in the American Public Health Association (APHA), United States Breastfeeding Committee (USBC), the American Breastfeeding Institute (ABI), the Coalition for Improving Maternity Services (CIMS,) the International Lactation Consultant Association (ILCA), and the International Board of Lactation Consultant Examiners (IBLCE). Linda serves as ILCA’s liaison to the World Health Organization’s Baby Friendly Hospital Initiative and chairs ILCA’s International Code Committee. She is a consultant to Baby-Friendly USA and INFACT Canada/IBFAN North America and holds an adjunct faculty position at the Boonshoft School of Medicine at Wright State University in Dayton, OH. She holds an undergraduate degree in Physical Education and a Master in Public Health with Global Health concentration. Linda’s three (breastfed) children are now adults, and her 4 grandchildren were all breastfed.
